Abstrak

This research investigates how the "1 Village 10 Undergraduates Scholarship Program," an initiative by the Bojonegoro District Government, is being executed to fulfill constitutional educational rights within Tanjungharjo Village, located in Kapas Subdistrict. Adopting a juridical-empirical approach and qualitative design, data were obtained through in-depth interviews with village officials, scholarship beneficiaries, and their parents, supplemented by field observation and document analysis. Data analysis was conducted using the interactive Miles and Huberman model. The results indicate a notable implementation gap. Although the village has consistently fulfilled the administrative quota including eight recipients in Phase 2A of the 2025 fiscal year only a small number of recipients were found to be actively continuing their studies in the field. Key supporting factors include the proactive role of village government and strong familial encouragement, while major obstacles encompass overly complex administrative requirements, inadequate socialization, weak inter-agency coordination, and scholarship benefits limited solely to UKT without living cost support. This research concludes that despite its noble objective in fulfilling Article 31 of the 1945 Constitution, the program’s effectiveness remains suboptimal. Substantial improvements in bureaucratic procedures, benefit expansion, and monitoring systems are urgently needed to achieve meaningful equity in higher education access for rural communities.
