Abstrak

This study was conducted because student engagement and participation in Pancasila Education learning in class VII C at SMP Negeri 1 Sugihwaras was still low. Most students tended to be passive, rarely responded to the teacher’s questions, and had not participated optimally in group discussions and collaborative activities. This condition shows that students’ Civic Participatory Skills were not yet well developed. In addition, the learning process was still dominated by teacher-centered instruction using the lecture method, which limited students’ opportunities to actively participate and take part in learning activities. The study aims to describe the implementation of the cooperative learning model type Two Stay Two Stray (TSTS) in improving students’ Civic Participatory Skills. This research used a descriptive qualitative approach involving 31 students of class VII C. Data were collected through observation, interviews, questionnaires, documentation, and group assignments, and validated using bsource and technique triangulation. The results show that the TSTS model created a more interactive learning atmosphere and increased student activity. Students became more confident in expressing opinions, more active in discussions, and showed better cooperation. The questionnaire results indicated an increase from 63.35% (sufficient) to 79.39% (good), an improvement of 16.04%.
