Abstract

Democracy positions the people as the heart of governmental power. Through direct involvement or representation, citizens are empowered to influence political decisions that shape their everyday lives, allowing the nation to progress in harmony with its aspirations and vision. In this democratic framework, minority communities stand alongside all other citizens with equal rights and recognition. Because minorities frequently face social vulnerability, they require dedicated legal protection to safeguard their honor, identity, customs, and cultural heritage. These protections are not privileges, but essential measures to create fairness and prevent discriminatory practices. This research adopts a normative juridical perspective combined with a qualitative approach to explore issues concerning legal protection and the fulfillment of citizens’ rights. The study is descriptive-analytical, presenting a comprehensive explanation of how law protects every individual within society. Secondary data sources, including books, academic journals, legislation, and online references, serve as the foundation of this research.
