The development of digital society requires education not only to develop technological skills but also to foster digital citizenship from the elementary school level. This study aims to analyze the orientation of digital citizenship in the digital literacy local curriculum for elementary schools in Bojonegoro Regency. The study employed a qualitative approach using document analysis of curriculum documents and digital literacy teaching modules. Data were collected through documentation study and analyzed using content analysis based on the perspectives of digital citizenship and critical digital literacy. The findings show that the curriculum is not solely oriented toward technical digital skills but also integrates dimensions of digital ethics, digital safety, digital participation, and critical digital literacy. Digital ethics and digital safety emerged as the most dominant orientations through the reinforcement of politeness, responsibility, self-protection, and safe use of digital media. Conceptually, the curriculum constructs a character-based, protective, and guided participatory model of digital citizenship aligned with the developmental needs and protection of elementary school students in digital society.
