Netralitas Panitia Pemilihan Kecamatan Kepohbaru Berdasarkan PKPU dalam Pilkada Bojonegoro 2024

Abstract

The neutrality of the sub-district election committee is very necessary in the political process such as the regional elections, the neutrality of the PPK is crucial to ensure that the entire regional election process runs fairly, free from the influence of certain political interests. In this regard, a more in-depth discussion is needed about the analysis of the neutrality of the sub-district election committee in Kepohbaru based on PKPU Number 13 of 2012 in the 2024 Bojonegoro regional elections. This study applies a descriptive qualitative approach with data generated through interviews. The process of collecting this information was collected through observation, documentation, questionnaires and interviews. To maintain the validity of the data, data triangulation was used. Data analysis activities were carried out in stages starting from data reduction, data presentation, and drawing conclusions. Based on the results of the analysis above, the following two research conclusions were obtained. First, based on information obtained from the Kepohbaru sub-district supervisory committee, there were administrative violations during the 2024 regional head elections, although it was not a violation of the code of ethics, if it was not addressed immediately, it would affect the results of the regional elections and could harm one of the parties. Second, the implementation of the general election commission regulation number 13 of 2012 concerning the code of ethics for organizers of regional head elections has been carried out with existing provisions. However, on the other hand, there are many things that must be passed by the sub-district election committee in order to remain neutral during the 2024 regional head elections.

Netralitas panitia pemilihan kecamatan sangat diperlukan dalam proses politik seperti pilkada, netralitas PPK menjadi krusial untuk menjamin bahwa seluruh proses pemilukada berjalan adil,bebas dari pengaruh kepentingan politik tertentu. Sehubungan dengan hal itu, diperlukan diskusi yang lebih mendalam tentang analisis netralitas panitia pemilihan kecamatan di Kepohbaru berdasarkan PKPU Nomor 13 Tahun 2012 dalam pilkada Bojonegoro 2024. Studi ini menerapkan pendekatan kualitatif deskriptif dengan data yang dihasilkan melalui wawancara. Proses pengumpulan informasi ini dikumpulkan melalui metode observasi, dokumentasi, kuisoner dan wawancara. Untuk mempertahankan kevalidan data digunakan triggulasi data. Kegiatan analisis data ditahapkan berawal dari reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil analisis diatas diperoleh dua kesimpulan hasil penelitian berikut. Pertama Berdasarkan informasi yang diperoleh dari panitia pengawas kecamatan kepohbaru terdapat pelanggaran administrasi selama pemilihan kepala daerah 2024,walaupun itu bukanlah pelanggaran kode etik namun jika tidak segera disikapi maka akan memengaruhi hasil pilkada dan bisa merugikan salah satu pihak. Kedua Implementasi peraturan komisi pemilihan umum nomor 13 tahun 2012 tentang kode etik penyelenggara pemilihan umum kepala daerah telah dilaksanakan dengan ketentuan yang ada.Namun disisi lain banyak hal yang harus dilewati oleh panitia pemilihan kecamatan agar tetap netral selama pemilihan umum kepala daerah 2024.
