Analisis Struktur Surat Perintah Tugas Kemendikbud

Abstract

Abstrak—Tujuan dari penelitian ini adalah untuk memeriksa bagaimana surat perintah tugas yang dikeluarkan oleh Kementerian Pendidikan dan Kebudayaan (Kemendikbud) disusun, serta untuk menentukan pengaruh surat perintah tugas tersebut terhadap implementasi kebijakan pendidikan di Indonesia. Surat perintah tugas merupakan dokumen resmi yang menginstruksikan pelaksanaan tugas tertentu dalam jangka waktu tertentu. Analisis ini melibatkan metode kualitatif deskriptif untuk menggambarkan fenomena dan struktur surat secara mendalam. Struktur surat perintah tugas mencakup kop surat, nomor surat perintah, identitas penerima perintah, isi, penutup, lampiran, serta logo dan alamat instansi penerbit. Surat perintah tugas dari Kemendikbud meliputi judul surat, nomor surat, dasar pembuatan surat, perihal, penerbit surat, instruksi, tujuan, waktu dan tempat pelaksanaan, penutup surat, tanda tangan, dan keterangan tambahan. Selain itu, contoh surat perintah dari Kementerian Hukum dan Hak Asasi Manusia juga disajikan. Surat perintah tersebut menunjukkan isi arahan. Penelitian ini meningkatkan pemahaman pembuat kebijakan, peneliti, dan praktisi pendidikan tentang bagaimana SPT dapat membantu kemajuan pendidikan nasional yang berkelanjutan. Surat perintah tugas yang terstruktur dengan baik memudahkan penerima perintah dalam memahami tugas yang harus dilaksanakan, serta mendukung langkah-langkah strategis untuk memperbaiki sistem pendidikan.

Abstract—In order to determine its impact on the execution of education policy in Indonesia, this study will examine the format and content of the task order letter issued by the Ministry of Education and Culture (Kemendikbud). An official letter known as a task order letter directs the execution of specific tasks within a designated time frame. The phenomena and letter's structure are thoroughly described in this investigation using a descriptive qualitative method. A task order letter's structure consists of the following elements: letterhead, order number, recipient's name, text, closing, attachments, issuing agency's logo, and address. The work order letter from the Kemendikbud contains the following information: the letter's subject, title, and letter number, the signature, the issuer, the purpose, the time and location of implementation, the closure, the instructions, and any more information. A sample work order letter from the Ministry of Law and Human Rights is also included, illustrating the main points of the letter's instructions. Policy makers, researchers, and education practitioners can now better understand how to employ SPT to support the establishment of sustainable national education thanks to the study's findings. An organized task order letter encourages deliberate actions to enhance the educational system and facilitates the recipient's understanding of the activities that need to be completed.
